This position is a full-time position to assist in the Building and Land Use Department.  Typical duties include assisting contractors, developers and the general public at the counter, over the phone and by email with questions about land use development, land use permitting and land use applications processes including building permitting, assisting the public with violation complaints, administrative duties, occasional field inspections and meeting attendance.


Essential responsibilities may include but are not necessarily limited to:

  • Administration of Short-Term Rentals, Special Events, Addressing, Lot Consolidations and other similar applications as assigned.
  • Process and monitor building permitting.
  • Provide information to the public regarding planning and building regulation purposes, intent and regulation.
  • Resolve customer (citizens, contractors, real estate) issues.
  • Conduct field evaluations and assessments.
  • Act as liaison between community groups, government agencies, developers and elected officials.
  • Coordinate community review of public and private development projects.
  • May develop planning studies and reports in support of new and updated plans, programs and regulations.
  • May review or assist in the review of development proposals and site plans for conformance with codes, plans, and regulations.
  • May prepare and present reports on development proposals to governmental bodies.

Typical Knowledge

  • Knowledge of or the ability to learn the principles and practices and of land use planning and development.
  • Principles and practices of research and data collection.
  • Statistics, algebra and geometry.
  • Computer hardware and software which includes office and internet applications as well as GIS (Global Information Systems.)
  • Knowledge of a relevant specialization such as transportation, land use, affordable housing, environmental health, building regulation, wildfire planning, emergency operations and recovery, etc.

Typical Skills

  • Effective and demonstrated writing techniques, oral communication and interpersonal skills.
  • Creative problem solving.
  • Application of ordinance, code, policy and regulation provisions.
  • Computer graphic skills desired.
  • Ability to work on several projects simultaneously.
  • Ability to work independently or on a team.
  • Detail-oriented.

Minimum Qualifications

 One (1) year experience working in a community development field (land use, planning, zoning, community organization, permitting, inspections, compliance, economy, etc.) or closely related field (real estate, research, reporting, etc.), or a combination of training and experience that demonstrates the required knowledge, skills and abilities to administer land use and building codes and perform administrative duties.

Physical Requirements

  • Ability to conduct activities involving substantial sitting, standing, reaching, kneeling and bending.
  • Ability to read, write and speak fluent English. Spanish a plus.
  • Grasp and manipulate office equipment, file paper and shelve books and similar materials
  • Ability to participate in routine conversation and answer questions in person or via telephone and take/convey messages.
  • Lift and/or carry and push/pull burdens up to 30 pounds on an occasional basis.
  • Ability to distinguish depth and see objects in a wide field of vision.

Work Conditions

Most of the incumbent's duties are performed within an indoor office environment.  Possible exposure to some noise (electrical, mechanical or human) on an occasional basis and other hazards associated with an office environment or public service desk serving a diverse clientele.  Occasional work may be performed in an outdoor environment where conditions are variable and dependent on weather.
